Yeah, I agree that 4k can be considered any resolution with around 4,000 horizontal pixels, but only as a colloquialism. How about when 8k starts to come around? You only touch base on it. It comes out to be 7680x4320, no one is going to call that 7.5k, they're going to call it 8k. Unless you want to avoid that, you have to accept that "True 4k" really does mean 4096x2160. I don't know who the hell says consumer TVs aren't real 4k, those people are just dumb.
