I think you're speaking more to social inconsistency. Lego is just reflecting society's larger schizophrenia. LEGO® components satisfy strict industry standards to ensure they are consistent, compatible and connect and pull apart perfectly every time – it’s been that way since 1958. Just adopt an "anything goes" policy and finally release sets that are cool no matter the subject. I mean, you already had all kinds of out of the ordinary stuff, even minifig Nazis, so... Usually he is a symbiote that bonded to a serial killer named Cletus Cassidy, and basically is a MUCH more violent version of Venom. While Venom is often a villain, he also tends to have some anti-hero tendencies. Carnage on the other hand is completely violent and insane, wanting little more than to continue killing. He especially wants our favorite webslinger dead. I don't really have an issue with a set based off of Carnage, but it certainly does raise some interesting thoughts about Lego's rules for what they make sets off of.
